This teapot was made by Victoria, in England. It was part of their Staffordshire Collections, produced circa early 1900s.
This teapot was made in the mold to look like a sitting gentleman, called a Parliament judge. It is commonly called a Toby teapot. The lid of the teapot is the gentleman's hat. The details are in raised relief for added dimension.
